The former QPR loanee has reportedly been offered terms by a number of Premier League clubs, including Arsenal.
However, Napoli's sporting director Cristiano Giuntoli says a move to the United Arab Emirates or Spain is more likely.
He told El Mercurio: "We deal with many offers for Eduardo Vargas. The UAE offer is very good for the club, but we’re also handling an offer from Spain."
The Daily Star claim The 27-year-old will make a £22million move to Premier League rivals Chelsea.
